Caltrans and Security Paving are upgrading the International Agri-Center/Commercial Avenue Interchange on State Route 99 in Tulare to reduce congestion and enhance safety. The $80 million project includes new bike lanes sidewalks and smart traffic technology, improving traffic flow, freight movement and connectivity with completion expected by fall 2026.
