The Construction Leadership Council (CLC) has published its latest biennial report, which signals a shift in strategic direction, as the sector responds to mounting pressures around safety, skills, sustainability and productivity. The CLC is a joint partnership between the UK government and industry leaders designed to drive innovation, efficiency, and growth within the construction sector. Its 100-page roadmap document, outlines both “the significant progress” made during 2025 on the CLC’s core strategic pillars; building safety, net zero and circular economy, people and skills and next generation delivery. A major milestone was the establishment of the Construction Skills Mission Board, supporting delivery of the £625M Construction Skills Mission. Alongside this, more than 40 competency frameworks were developed through the Industry Competence Steering Group, an effort aimed at standardising skills and improving workforce capability. Looking ahead, the most significant development is a recalibration of the CLC’s strategic priorities, and the updated plan reflects a sector increasingly shaped by regulatory reform, decarbonisation targets and the need for systemic change in how projects are delivered.
