Hurricane tie reinforcement for 1980s home on East Coast North Carolina

I have saltbox house on the North Carolina coast build in the 80s with the roof trusses simply nailed to the top plate with no additional hardware. I'm re-siding the home and replacing the soffits so I want to add hurricane ties at the very least. When I took the soffit off I was surprised to see a 2x4 running under the soffet essentially acting as a ledger for the trusses to sit on.
