Is this woodchipper fixable/worth the effort?

When you pull the starter cord it make a gurgling sound as if it's trying to turn underwater. I noticed that a dark brown oily looking liquid spills out of someplace on the bottom when I do. So it seems as if it is non-functional currently. I have no need for a chipper myself but I saw the price tag and thought it might be worth trying to fix or...
