Representatives from government, worker, and employer organizations agreed on a possible solution during a tripartite roundtable held in February 2026.The dialogue, which included the Ministry of Employment and Poverty Reduction, trade unions, and employer confederations, focused on reforming existing schemes. Participants noted that the current social insurance and employers liability insurance do not cover non-registered or self-employed workers. The expansion of the construction sector has made addressing these coverage gaps a priority.To develop a solution, the group examined international practices from Indonesia, Japan, and Bangladesh. Models from Indonesia and Japan involve a single insurance policy for an entire construction site, with the premium paid by the project owner or main contractor as a percentage of total project cost.
