Why are there no formal regulations for builders and building (as a trade)?

Plumbers, Electricians, and others each have strict compliance codes. But anyone can set up as a builder. I know there are the building regulations that must be adhered to but that often comes at the end of a project. The media seems to shout about lots of people that get ripped off or conned by cowboy builders and are left with shoddy work.
