Construction Project Manager
Millennium Builders, Inc. is seeking a Construction Project Manager in Torrington, CT. The role involves managing the entire project lifecycle, from estimating to execution, with a focus on municipal and public-sector projects.

Position Overview
We are hiring a true Project Manager, not a coordinator. This position requires someone who can:
- Build an estimate from drawings
- Perform their own takeoffs
- Understand public bid requirements
- Run the job financially and operationally
- Step into problems and solve them without waiting to be told
You will be expected to own the entire project lifecycle—from bid to closeout.
Core Responsibilities
Estimating & Preconstruction (Non-Negotiable)
- Perform accurate quantity takeoffs without relying on others
- Build and defend detailed estimates for public bids
- Understand bid documents, scopes, and compliance requirements
- Level subcontractor bids and identify scope gaps
- Navigate public bidding requirements without handholding
Project Execution
- Take full ownership of project budgets, schedules, and outcomes
- Manage contracts, change orders, RFIs, and submittals with precision
- Maintain tight control of project financials—no surprises
- Drive projects to completion on schedule and within budget
Municipal Compliance
- Ensure full compliance with public project requirements:
- Prevailing wage
- Certified payroll
- Documentation and reporting
- Coordinate inspections, agencies, and third-party requirements without delays
Field Leadership
- Work directly with superintendents to drive production
- Step into field issues and solve them quickly
- Hold subcontractors accountable to scope, schedule, and quality
Client Management
- Communicate clearly and professionally with municipal clients, architects, and engineers
- Run meetings with authority and preparation
- Represent the company well in public-facing environments
Requirements
- 5+ years as a Project Manager with a general contractor on municipal/public projects
- Proven ability to estimate and perform takeoffs independently
- Strong understanding of public bidding and contract requirements
- Experience managing multiple projects without losing control of details
- Proficiency in Procore, Bluebeam, and takeoff software
- Strong financial acumen—must understand job cost, forecasting, and risk
