How much water under pre-pour slab insulation is too much?

My garage addition floor has the polystyrene "SuperPex" insulation panels installed for radiant heat. The builder put the panels down, then it rained overnight. I can feel water between the vapor barrier and the panels when I walk on them. A couple of the low spots are holding probably 1/4" to 3/8" of water under the panel.
