Sistering floor joist question. 2 1/4” notches everywhere.

Recently bought a 1966 ranch with all original everything. It’s currently down studs and I want to tackle the notches shown on the photos properly. Notched joists are 2x10’s and run about 14’ from cmu to steel beam. I’ll be sistering every joist, and will be running full span everywhere I can, but am limited in some areas due to mechanical and will only run them on top of CMU and extend 4’+ past the furthest notch. Current 2x10’s installed are sitting way closer to 9”, just shy of the standar...
